UCU16 – London Met Congress motions passed

On behalf of London Met UCU we wish to thank the delegates to UCU Congress 2016 for all your solidarity and the unanimous passing of the following three excellent congress motions in support of our stand against mass job cuts and union victimisation at London Met.

Motion 59 – Fighting trade union victimisation

Congress condemns all victimisation of trade unionists, noting the growing number of cases against UCU representatives in the North West Region, in both FE and HE. Congress believes that employers resort to union victimisation as a tool to undermine legitimate UCU activity in protecting members at work.

Congress also notes the victimisation of Mark Campbell, David Hardman, Christina Paine and other reps at London Metropolitan University.

Congress notes the deleterious impact that victimisation has on its members and the associated trauma caused to those who witness such. Congress is also aware of the fact that institutions maliciously use victimisation as a strategy to cover up management mistakes and failings.

Congress instructs national UCU to engage in branch & regional led campaigns of action against employers suspected of victimisation as a matter of priority, and to ensure that Tribunal cases are brought forward and are not paid off prematurely. Furthermore, successful tribunal cases should result in national censure of the employer and maximum press coverage.

Motion HE52 – Defending London Met/CASS

Conference notes:

continuing course closures and redundancies at London Metropolitan University, driven by a deliberate shrinkage plan reducing student numbers from over 12,000 to 10,000, and

the closure of the entire East End campus, including the CASS Faculty of Art, Architecture and Design at Aldgate, which will move, in reduced form, to the North London campus

integral connections between marketisation in HE and increasing casualisation, marked at LMU by an increase in HPLs who are forced to work under deleterious, insecure contracts.

Conference believes:

LMU has been exposed to a series of cuts due to the UK undergraduate tuition fee market

these cuts are likely to intensify the spiral of decline created by earlier management failures

the HE Green Paper increases the vulnerability of LMU to a private takeover

LMU are openly replacing permanent staff made redundant with HPLs in a bid to create a more ‘flexible’, insecure workforce to ‘respond to market demands’.

Conference resolves to support:

LMU UCU, Unison and students’ union in opposing the cuts as one of national significance, and the campaign against redundancies at LMU and the campaign to keep the CASS at Aldgate to ensure that staff on casualised contracts who lose hours in a manner that effectively equates to redundancy are included in any such campaigns.


Motion L3 – Redundancies and trade union victimisation

Congress notes:

  • further compulsory redundancies at London Metropolitan University.
  • victimisation of London Met UCU reps Mark Campbell and David Hardman.
  • congress 2015 committed the union to:
  1. ‘throw all its weight behind those facing victimisation’
  2. mobilise the maximum possible human and financial resources in the defence of victimised UCU reps
  3. pursue full reinstatement for victimised reps rather than financial compromise settlements that are ineffective in protecting our broader trade union organisation.
  • UCU NEC has declared London Met UCU is in ‘a local dispute of national significance’.

Congress resolves to:

  1. conduct a national campaign against job cuts and union victimisations at London Met that includes a high-profile press and social media campaign, the organisation of a national demonstration to take place in June/July 2016, and the general secretary’s direct intervention
  2. consider employment tribunal claims for victimised London Met UCU reps should their appeals against redundancy fail.
